Why Tirai Amanah
What sets a focused pension practice apart from general legal services
We do one thing and we do it carefully. That narrow focus changes the quality and depth of what we can offer.

The advantages clients most often mention
Narrow, deep expertise
Our practice touches EPF law, pension legislation, estate planning, and court procedure every week. Depth of this kind is not available from a firm that visits these areas once or twice a year.
Written advice as standard
Every opinion is set down in writing and reviewed internally before it reaches the client. There are no verbal-only summaries that may be misremembered; only considered documents the client can keep.
Plain language throughout
Legal terminology is used in court documents where precision requires it; not in client letters or meetings. We speak and write in a way that does not require a legal background to follow.
Honest merit assessments
Before any engagement begins, we offer a frank assessment of whether legal intervention is likely to help. If the answer is no, we say so clearly. A client's time and money are not ours to spend unnecessarily.
Transparent, fixed fees
Our EPF Nomination Review and Lifetime Retirement Plan are offered at stated prices confirmed in writing before work begins. Litigation preparation is quoted in advance; no cost is added without the client's knowledge.
Dignity and patience
Older clients and those unfamiliar with legal processes are welcomed at the pace they set, not ours. Family members may attend. Explanations are repeated without impatience. Appointments are not rushed.
Professional Expertise
The solicitors at Tirai Amanah have spent their careers in and around pension and estate law. Zarina Ahmad, who leads the practice, was called to the Malaysian Bar in 1998 and narrowed her focus to this area of law by 2009. That accumulation of concentrated experience — sixteen years and counting of pension-specific practice — is not something that can be replicated by a generalist firm that takes pension matters as they arise.
- Over 15 years of focused pension law practice
- Familiarity with both EPF and Pensions Act frameworks
- Regular attendance at Bar-mandated CPD and pension seminars
- Working relationships with the Kedah Bar and relevant administrative bodies
Technology & Process Innovation
While our work is rooted in careful human judgment, the management of documents and communications runs on reliable digital systems. Client files are tracked through a practice management platform, deadlines are monitored automatically, and all written opinions are stored in searchable, backed-up digital form alongside physical copies.
For clients who cannot visit the office easily, initial consultations are available by video call. Documents requiring signature are coordinated through a clear, step-by-step arrangement explained in advance.
Customer Service Excellence
Every enquiry receives a response within two working days. Clients receive written updates at each stage of their matter without needing to ask. If a matter is progressing slowly because of court schedules or administrative processes, we explain why — and we say so proactively, not after a client has chased us.
Nurul Lyana, our practice manager, is the first point of contact for all administrative questions and ensures that no client waits for information that we already have available.
Value & Pricing
Our services are priced to reflect the care and time they require, not the maximum a market will bear. The EPF Nomination Review at RM 310, for instance, includes a written opinion and a new nomination form where required — both prepared by a qualified solicitor, not a paralegal.
- All fees confirmed in writing before work begins
- No hidden charges or disbursement surprises
- Annual review included in Lifetime Plan — no additional fee
- Payment arrangements discussed where helpful

How We Compare
A focused practice versus general legal services
The comparison below reflects common patterns; individual firms vary. Our aim is not to disparage others, but to be clear about what focused practice makes possible.

| Written opinion included as standard | ||
| Fees confirmed before work begins | Sometimes | |
| Merit assessment before litigation | Varies | |

What Sets Us Apart
Features that are uncommon in Malaysian legal practice
The Rumah Limas Approach
Our practice is deliberately structured like a traditional Malay home — unhurried, spacious in its hospitality, and free of commercial noise. There are no upsells, no cross-referrals for commission, and no pressure to purchase additional services. A client who needs only a nomination review will receive only a nomination review.
Northern Malaysia Context
Many pension law practices are based in Kuala Lumpur and bring a metropolitan perspective to advice. Tirai Amanah is rooted in Alor Setar. We understand how land matters, family arrangements, and public service employment interact with pension and EPF considerations in the northern states — a dimension that purely urban practitioners sometimes miss.
Living Document Methodology
The Lifetime Retirement Plan is not a one-time report filed in a drawer. It is written as a document intended to be updated — with clear version tracking and a record of what changed and when. This methodology gives clients and their families a coherent history of decisions, not just a snapshot from a single moment.
Family-Inclusive Consultations
We actively encourage clients to bring a trusted family member to consultation appointments. This is unusual in legal practice, where client-confidentiality concerns sometimes result in overly isolated meetings. We have found that family-inclusive conversations produce better outcomes and fewer misunderstandings down the line.
